A new agenda for action by the international community has been set to achieve the protection of children in situations of armed conflict. Several new international instruments, such as International Labour Organization Convention No. 182 and the Optional Protocol to the Convention on the Rights of the Child, were developed.

Efforts on monitoring and reporting of grave child rights violations was further boosted when the Government issued Administrative Order 249 in December 2008, directing the Council for the Welfare of Children, in partnership with the Office of the Presidential Adviser on the Peace Process, to advance and implement a more effective framework that will further guarantee the protection of children in situations of armed conflict.
