209. In this context, article 2 of the Nationality Act states that Qatari nationality can be granted to a non-Qatari who meets the following conditions:

Under article 2 of the Act priority for naturalization is accorded to the children of a Qatari woman, whether male or female, out of humanitarian considerations. The final paragraph of article 2 of the Nationality Act states that Qatari nationality shall be granted to persons of unknown parentage who are born in Qatar. Such persons will be deemed naturalized citizens of unknown parentage born in Qatar unless evidence is provided to the contrary.

(16) The Committee notes with concern the discriminatory provision of the law on nationality, which prevents Qatari women who are married to non-citizens from transmitting Qatari nationality to their children, which has the potential to lead to stateless status of children (art. 5).

The Act furthermore provides that children of unknown parentage who are found in Qatar will be given Qatari nationality.
