3. Conditions of employment of retired language staff

Employed on non-local basis 28. Based on the available figures, OIOS estimates that for the period 1995–1997, the United Nations paid almost $8 million more at Headquarters alone by hiring 38 non-local, instead of local, retired language staff.

The General Assembly, in its resolution 57/305 of 15 April 2003, endorsed the Advisory Committee's recommendation that the maximum limit on the employment of retired language staff should be set at 125 workdays rather than as a dollar amount.

The Advisory Committee notes from the Controller's letter that, in accordance with the Agreements Concerning Conditions of Employment of short-term free-lance language staff, which provides for the payment of the sixth and seventh days of the normal work week and established public holidays, retired language staff are also paid for weekend days even if no work is performed, and such days are counted towards the ceiling of 125 workdays.

Notes that the intention of the General Assembly, in adopting section VI, paragraph 1, of its resolution 57/305 of 15 April 2003, was to increase the availability of retired language staff for employment with the language services, and requests the Secretary-General to clarify and in turn implement the provisions of that paragraph concerning the ceiling on United Nations earnings of United Nations language staff retirees;
