]`٤` إنشاء أي محطات ومرافق جديدة، ورفع نوعية المحطات والمرافق القائمة الواقعة على اﻹقليم الوطني ﻷقل البلدان نموا؛[

(ii) Operating and maintaining all stations and facilities located on its national territory; and,]

(a) To the extent that such stations and facilities provide data to the International Data Centre, the Organization shall meet the costs of:

Each State Party to the Treaty shall be responsible for implementing and strengthening the security and data authentication procedures related to the stations and facilities located on its national territory as well as to the transmission of data from such stations and facilities to the International Data Centre.
٤٣- تكون كل دولة طرف في المعاهدة مسؤولة عن تنفيذ وتعزيز اﻹجراءات اﻷمنية وإجراءات التصديق على صحة البيانات فيما يتصل بالمحطات والمرافق الواقعة على إقليمها الوطني وكذلك فيما يتصل بإرسال البيانات من هذه المحطات والمرافق إلى مركز البيانات الدولي.

37. 35. The Technical Secretariat shall negotiate, on behalf of the Organization, agreements with States Parties or other States, as appropriate, for implementing and strengthening the security and data authentication procedures related to the stations and facilities not located on the national territory of any State Party as well as to the transmission of data from such stations and facilities to the International Data Centre.
٥٣- تتفاوض اﻷمانة الفنية، باسم المنظمة، على اتفاقات مع الدول اﻷطراف أو غيرها من الدول، حسب الاقتضاء، لتنفيذ وتعزيز الاجراءات اﻷمنية وإجراءات التصديق على صحة البيانات فيما يتصل بالمحطات والمرافق غير الواقعة على الاقليم الوطني ﻷي دولة طرف وكذلك فيما يتصل بإرسال البيانات من هذه المحطات والمرافق إلى مركز البيانات الدولي.

38.
