In order to bolster the Treaty's effectiveness and credibility, the Review Conference must intensify efforts to protect the right of States parties to use nuclear technology for peaceful purposes and to preserve the delicate balance between the rights and the responsibilities stipulated by the treaty.

In relation to the request contained in paragraph 41 of the report, his delegation felt that unilateral statements by which a State purported to increase its commitments or its rights in the context of a treaty beyond those stipulated by the treaty itself should not be considered as reservations, since the latter concept reflected instead the idea of limiting or restricting the scope of a treaty’s provisions.

In conclusion, he reiterated the Commission’s request for comments on the question of “extensive reservations”, i.e., on whether unilateral statements by which a State purported to increase its commitments or its rights in the context of a treaty beyond those stipulated by the treaty itself would or would not be considered as reservations, as well as any information on existing relevant State practice.
