6. At the request of Contracting or Signatory States to this Convention comprising not less than one third of the Contracting and Signatory States, the depositary shall convene a conference of the Contracting and Signatory States to designate the supervising authority and the first registrar and to prepare or revise the regulations referred to in section II of the annex.

The registrar (who may, presumably, be a private entity) and the supervising authority (which is intended to be an intergovernmental organization) will be entrusted with the task of promulgating the regulations, as well as ensuring the efficient operation of the system.

a. Sec. 6 paragraph c, provides that " Covered institution shall report to the Anti-Money Laundering Council (AMLC) all covered transaction and suspicious transactions within five (5) working days from the occurrence thereof, unless the supervising authority prescribed a longer period not exceeding ten (10) working days.

It was stated that States followed different legislative techniques and the draft Registry Guide should leave it open for States to address registration-related matters in the law, the registry regulations, the registry terms and conditions of use, the contract between the supervising authority and the registry operator, or another text.
