2. Agrees that systems for providing information on how the safeguards referred to in appendix I to decision 1/CP.16 are addressed and respected should, taking into account national circumstances and respective capabilities, and recognizing national sovereignty and legislation, and relevant international obligations and agreements, and respecting gender considerations:

22. The SBSTA decided to recommend a draft decision on guidance on systems for providing information on how safeguards are addressed and respected and modalities relating to forest reference emission levels and forest reference levels as referred to in decision 1/CP.16 for adoption by the COP at its seventeenth session (the text of the draft decision is contained in FCCC/SBSTA/2011/L.25/Add.1).

Background: The COP, at its seventeenth session, adopted a decision on guidance on systems for providing information on how safeguards are addressed and respected and on modalities relating to forest reference emission levels and forest reference levels as referred to in decision 1/CP.16, as recommended by the SBSTA at its thirty-fifth session.

The SBSTA also encouraged developing country Parties and observer organizations to share, via the Web Platform on the UNFCCC website, their experiences and lessons learned from the development of systems for providing information on how all the safeguards are being addressed and respected and the challenges they face in developing such systems.
31- وشجعت الهيئة الفرعية أيضاً البلدان النامية الأطراف والمنظمات المعتمدة بصفة مراقب على أن تُجري تبادلاً، عن طريق المنصة الإلكترونية الموجودة في الموقع الشبكي للاتفاقية، لخبراتها ودروسها المستفادة من تطوير نُظم تقديم المعلومات عن كيفية التعامل مع جميع الضمانات والتقيد بها والتحديات التي اعترضتها في سبيل تطوير تلك النظُم.

18. Background: SBSTA 38 invited developing country Parties to submit their views on experiences gained and lessons learned from their development of systems for providing information on how all the safeguards are being addressed and respected and the challenges that they face in developing such systems.
