(ب) أن تنقح مشروع المقرر الوارد في القسم ألف من المرفق بهذا التقرير بحيث بعكس حقيقة أن أرمينيا قد قدمت توضيحاً لانحرافها عن تدابير الرقابة التي يفرضها البروتوكول على استهلاك بروميد الميثيل في عام 2004 مؤكدة عدم امتثالها في ذلك العام وإحالة مشروع المقرر إلى الاجتماع السابع عشر للأطراف لبحثه.

2 - أن يشير كذلك إلى أن أرمينيا قد أبلغت عن استهلاك سنوي من المواد الخاضعة للرقابة بالمرفق هاء (بروميد الميثيل) لعام 2004 مقداره 020,1 طن بدالات استنفاد الأوزون، وهـو ما يتجاوز الحد الأقصى لمستوى الاستهلاك المسموح به للطرف والبالغ صفر طن بدالات استنفاد الأوزون من تلك المواد الخاضعة للرقابة لذلك العام، وأن أرمينيا تعتبر لذلك في حالة عدم امتثال لتدابير الرقابة بموجب البروتوكول؛
