The analysis of the above-mentioned facts demonstrates, once again, that the Republic of Armenia, which claims to be seeking a peaceful settlement of the conflict in Upper Karabakh, in fact has not abandoned its aims of conquest and continues secretly to arm itself illegally, intensifying its policy of aggression against the Azerbaijani Republic.

In that regard, my delegation would like to state that the Republic of Armenia joined the consensus on the resolution entitled " Prevention of armed conflict " on the understanding that there is no hierarchy among the principles of international law.

At the same time, I wish to point out that the Republic of Armenia is openly torpedoing implementation of resolution 822 (1993) on the withdrawal of all occupying forces from the territory of the Azerbaijani Republic and is continuing its hostilities against Azerbaijani settlements.

In regard to subparagraph 2 (a) of the Resolution, it should be mentioned that the Republic of Armenia or any RA state or local self-governing body, guided by the Constitution and the laws of the Republic, is not only obliged to refrain from providing any form of support to any criminal activity, but is obligated to take measures for its prevention within its authority.
