Although the Covenant did not directly have the force of domestic law, the 1995 constitutional amendments, which had since become Constitutional Act No. 97/1995, were largely inspired by the provisions of the Covenant and of the European Convention for the Protection of Human Rights and Fundamental Freedoms.

The Committee also recommends that the State party adopt suitable measures to raise awareness of the Covenant and of the justiciability of economic, social and cultural rights among members of the judicial branch and the general public.
وتوصي اللجنة أيضاً الدولة الطرف باعتماد التدابير المناسبة لتوعية العاملين في الجهاز القضائي والسكان بالعهد وبإمكانية الاحتكام إلى القضاء في مجال الحقوق الاقتصادية والاجتماعية والثقافية.

The Committee recommends that the State party establish training programmes for the legal profession and judges on the scope of economic, social and cultural rights emanating from the Covenant and of the State party's obligation to effectively implement binding human rights obligations at the domestic level.
توصي اللجنة الدولة الطرف بوضع برامج تدريبية لمهنة المحاماة والقضاة بشأن نطاق الحقوق الاقتصادية والاجتماعية والثقافية المنبثقة عن العهد وبشأن تعهّد الدولة الطرف بتنفيذ التزامات حقوق الإنسان الملزمة تنفيذاً فعّالاً على الصعيد المحلي.
