10. The United Nations Secretary-General, Kofi Annan, expressed these sentiments in his report to the United Nations General Assembly at its fifty-fifth session on recent developments in the debt situation of developing countries (A/55/422, of 26 September 2000).

34. Paragraphs 40 to 42 of the Secretary-General’s report on recent developments in the debt situation of developing countries (A/54/370) showed how easily countries that met the fiscal criterion at the completion point could slip into a situation of fiscal unsustainability of debt as a result of debt-to-revenue target problems arising from commodity price declines, low demand for exports and other factors.
٣٤ - وأضاف قائلا إن الفقرات ٤٠ إلى ٤٢ من تقرير اﻷمين العام عن التطورات اﻷخيرة في حالة ديون البلدان النامية (A/54/370) تبيﱢن كيف يمكن بسهولة للبلدان التي تحقق المعيار المالي عند نقطة اﻹكمال يمكن أن تنزلق إلى حالة من عدم القدرة على تحمل الدين نتيجة للمشاكل من جراء عدم تحقيق هدف تناسب المديونية مع اﻹيراد، والناجمة عن تدني أسعار السلع اﻷساسية، وانخفاض الطلب على الصادرات وغيرها من العوامل.
