As was explained by the Chairperson of the fifty-third session of the Sub-Commission in his report to the Commission, the existing procedure of approving proposals for new studies effectively resulted in the loss of an entire year in the preparation of studies by the concerned members of the Sub-Commission (E/CN.4/2002/99, para. 9).
