5. The Modalities for the Implementation of the OAU Framework Agreement, adopted by the OAU summit meeting held at Algiers on 14 July 1999 stated in paragraph 1:
5 - ذكرت " أساليب تنفيذ الاتفاق الإطاري لمنظمة الوحدة الأفريقية " التي اعتمدها مؤتمر قمــــة منظمـــــة الوحدة الأفريقية المعقود في الجزائر في 14 تموز/يوليه 1999، في الفقرة 1:

The Mission will urge strongly both parties to refrain from resorting to force and further hostilities, and to commit immediately, seriously and without precondition to negotiations to achieve final consolidated technical arrangements for implementation of the OAU Framework Agreement and its Modalities for Implementation.
وستحث البعثة بقوة كلا الطرفين على الكف عن اللجوء إلى القوة والأعمال القتالية الأخرى، وعلى الالتزام فورا وبجدية وبدون شروط مسبقة بالمفاوضات الخاصة بتحقيق ترتيبات تقنية موحدة نهائية لتنفيذ الاتفاق الإطاري لمنظمة الوحدة الأفريقية وطرائق تنفيذه.

3. Welcomes, and attaches high importance to, the acceptance by the Governments of Eritrea and Ethiopia, reaffirmed by their leaders directly to the Security Council special mission to Africa on 9 and 10 May 2000, of the OAU Framework Agreement and the Modalities for its Implementation;

7. Insists that both parties implement their commitment to refrain from the use of force, as is consistent with their acceptance of the provisions of the OAU Framework Agreement and Modalities for its Implementation and with the principles of the Charter of the United Nations;

Ethiopia's renewed resort to force is in flagrant violation of the OAU Framework Agreement and Modalities, which commit both parties to refrain from the use of force. It is also a violation of the principles of the Charter of the United Nations.
إن لجوء إثيوبيا مجددا إلى القوة يعتبر انتهاكا فاضحا للاتفاق الإطاري لمنظمة الوحدة الأفريقية وطرائق تنفيذه التي تلزم كلا الطرفين بالامتناع عن استخدام القوة كما يعتبر انتهاكا لمبادئ ميثاق الأمم المتحدة.

After presentation of the document, entitled " Technical arrangements for the implementation of the OAU Framework Agreement and its modalities " to the parties, and upon its acceptance by Eritrea, Mr. Sahnoun continued his collaboration with Mr. Ouyahia in responding to Ethiopia's requests for clarification.

In a letter dated 14 June 1999 to the President of the Security Council (S/1999/678), Ethiopia's Foreign Minister accuses Eritrea of " obstructing peace and the implementation of the OAU Framework " .
