The Committee recommends that the State party ensure that all the offences referred to in article 3, paragraph 1, of the Optional Protocol are extraditable offences, and that, if necessary, it use the Optional Protocol as a legal basis for extradition in conformity with article 5 of the Optional Protocol.
32- توصي اللجنة بأن تكفل الدولة الطرف اعتبار جميع الجرائم المشار إليها في الفقرة 1 من المادة 3 من البروتوكول الاختياري جرائم تستوجب تسليم المجرمين، وأن تستخدم، إذا لزم الأمر، البروتوكول الاختياري أساساً قانونياً لتسليم المجرمين طبقاً للمادة 5 من البروتوكول الاختياري.

The Committee recommends that the State party take steps to ensure that domestic legislation enables it to establish and exercise extraterritorial jurisdiction over all crimes covered by the Optional Protocol and consider article 5 of the Optional Protocol as a legal basis for extradition, in the absence of a bilateral or multilateral treaty of extradition and even if the other State has not ratified the Optional Protocol.
