II. the present Declaration shall enter into force as from the date of its issuance and shall be deposited with the United Nations. It shall be published in all the media both locally and internationally.

'Member States, acting individually and through international and regional organizations, commit themselves to pursue the following courses of action to further the objectives of the present Declaration:

The Central and Eastern European countries associated with the European Union, Cyprus, Iceland and Norway align themselves with the present Declaration.
وتنضم إلى هذا اﻹعلان بلدان وسط وشرق أوروبا المنتسبة الى الاتحاد اﻷوروبي، وهي آيسلندا وقبرص والنرويج.

The text should also state that the will of such persons will be respected provided that they meet the requirements laid down by the States concerned and the present Declaration.
وينبغي أن تنص الصياغة أيضا على احترام إرادة هؤلاء الأشخاص، شريطة أن يفوا بالمتطلبات التي تحددها الدول المعنية، وهذا الإعلان.
