1. Commission on Human Rights resolution 1994/87 made provision for the appointment of a Special Rapporteur to report on the situation of human rights in Zaire; his mandate was renewed by resolutions 1995/69, 1996/77 and 1997/58, after the Commission had considered his reports E/CN.4/1995/67, E/CN.4/1996/66 and E/CN.4/1997/6 and Add.1 and 2.

38. Resolution 1997/58, adopted by the Commission on Human Rights after the Garreton report on the situation of human rights in Zaire, is the legal instrument providing the justification for sending investigative missions on matters falling within their respective purviews.
