(a) By its resolution 1966 (2010), the Security Council established the International Residual Mechanism for Criminal Tribunals, with two branches for the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia, in order to carry out a number of essential functions, such as the trial of fugitives, after the closure of the Tribunals.
