50. Under its mandate (section G), UNCTAD is required to hold annual meetings of the Intergovernmental Group of Experts to discuss and exchange views between States on matters covered by the Set as well as to undertake and disseminate research and studies on restrictive business practices.

Separately, the Set of Principles and Rules (in para. G.3) states that one of the functions of the IGE shall be " to provide a forum and modalities for multilateral consultations, discussion and exchange of views between States on matters related to the Set of Principles and Rules, in particular its operation and the experience arising therefrom " .
19- وفي موضع منفصل، تنص مجموعة المبادئ والقواعد (في الفقرة زاي-3) على أن من وظائف فريق الخبراء " توفير محفل وتحديد طرائق لإجراء المشاورات والمناقشات وتبادل الآراء بين الدول على صعيد متعدد الأطراف بشأن المسائل المتصلة بمجموعة المبادئ والقواعد، ولا سيما تطبيقها والخبرة الناشئة عن هذا التطبيق " .

While it was not clear that rules could be established on the basis of State practice in respect of those topics, and while there was already an evident divergence of views between States and scholars, the Commission nevertheless had much to contribute towards establishing a basis for a more informed dialogue with and among States.
