It was recalled in this context that while articles 5 and 7 were related to each other, each of them had its own significance in terms of scope and application: whereas article 5 enabled States to participate in a variety of ways in the optimal utilization of watercourses, article 7 imposed on States an obligation not to cause appreciable harm to other watercourse States in their utilization of a watercourse.
