25. According to UNJP, the Ministries of Justice and of Education and its partners were working closely towards putting systems in place to raise awareness of the negative effects of corporal punishment, the provision of counselling and other programmes for parents, teachers and professionals working in institutions to encourage use of other alternatives to corporal punishment.

Such persons include police and other law enforcement officials; judges and magistrates, prosecutors, lawyers and administrators; prison officers and other professionals working in institutions where children are deprived of their liberty; and health personnel, social workers, peacekeepers and other professionals concerned with juvenile justice.

15. The Committee recommends that minimum standards be set for the professional qualification and training of individuals working in institutions caring for children, in alternative systems, in the police, and in juvenile penal institutions, including the condition that they not have a prior record of violence.
