1. Adopts the Yokohama Strategy for a Safer World: Guidelines for Natural Disaster Prevention, Preparedness and Mitigation, containing the Principles, the Strategy and the Plan of Action, as well as the Yokohama Message, which are annexed to the present resolution;

13. Considered together, the Yokohama Message and the Principles of the Yokohama Strategy distil the essence of the strategy and its Plan of Action for a Safer World: unless disaster reduction becomes part of countries' national development plans and programmes, progress in social and economic development will continue to be eroded by recurring disasters.

At its 5th plenary meeting, on 27 May 1994, the Conference adopted the Yokohama Strategy for a Safer World: Guidelines for Natural Disaster Prevention, Preparedness and Mitigation, containing the Principles, the Strategy and the Plan of Action, as well as the Yokohama Message (resolution 1).

This review was based, inter alia, on the findings of the World Conference on Natural Disaster Reduction held at Yokohama, Japan, from 23 to 27 May 1994, as laid out in the Yokohama Message 1/ and the Yokohama Strategy for a Safer World: Guidelines for Natural Disaster Prevention, Preparedness and Mitigation 2/ and its Plan of Action.
واستند هذا الاستعراض، في جملة أمور، الى استنتاجات المؤتمر العالمي للحد من الكوارث الطبيعية، الذي عقد في يوكوهاما، اليابان، في الفترة من ٢٣ الى ٢٧ أيار/مايو ١٩٩٤ وذلك على النحو المبين في رسالة يوكوهاما)١( واستراتيجية يوكوهاما من أجل عالم أكثر أمنا: مبادئ توجيهية لاتقاء الكوارث الطبيعية والتأهب لها وتخفيف حدتها)٢(، وخطة عملها.

27. At the same meeting, the Main Committee heard a report by H.E. Mr. Daniel D. C. Don Nanjira (Kenya), Chairman of the open-ended drafting group of the Main Committee, in which he introduced the draft Yokohama Strategy for a Safer World: Guidelines for Natural Disaster Prevention, Preparedness and Mitigation (A/CONF.172/L.2 and Corr.1) and the draft Yokohama Message (A/CONF.172/L.7).

4. Requests, therefore, the Secretary-General to ensure that the outcome of the Conference is disseminated as widely as possible and that the Yokohama Message and the Yokohama Strategy for a Safer World are transmitted to all Member States, relevant international and regional organizations, multilateral financial institutions and the regional development banks in order to secure their active and substantive contributions;
