36. The Special Rapporteur also met with the Ombudsman, an independent authority established by Act No. 93/027 of 7 July 1993. The Ombudsman deals with complaints from citizens relating to their dealings with the State bureaucracy, local authorities, public institutions and other bodies providing a public service.
36- وأجـرى المقرر الخاص أيضاً مقابلة مع وسيط الجمهورية، وهو سلطة مستقلة أنشئت بموجب القانون رقم 39-027 المؤرخ 7 تموز/يوليه 1993؛ ويتلقى الوسيط أساساً شكاوى المواطنين المتعلقة بعلاقاتهم بإدارات الدولة والسلطات الإقليمية والمؤسسات العمومية وأية هيئة أخرى تضطلع بمهام الخدمة العمومية.

In this context the Special Rapporteur also regrets that the Government of Egypt did not reply to his questions on the fate of Egyptian ex-Guantánamo Bay detainee Reda Fadel El-Weleli (alternative spelling: Fael Roda Al Waleeli), who was transferred from Guantánamo Bay to Egypt on 1 July 2003.

The Special Rapporteur also met with senior representatives of the United Nations Country Team, including Mr. Tun Myat, the United Nations Humanitarian Coordinator in Iraq, who provided useful background information that enabled the Special Rapporteur to understand and evaluate better the human rights and humanitarian situation in Iraq.

The Special Rapporteur also followed the discussions that took place on this issue during the conference on strengthening national unity in Mauritania held on 22 and 23 January 2008 in Nouakchott, whose main purpose was to analyse the various models for strengthening national unity in other countries and identify the best approach for implementing a model specially suited to the situation in Mauritania.
