Strongly urges the Government of South Africa to implement fully the recommendations of the Commission of Enquiry into Public Violence and Intimidation (the Goldstone Commission) and to cooperate with that Commission with a view to carrying out further investigations into the functioning and operation of the security forces and other existing armed units;

16. Urges all diamond exporting countries in West Africa to establish Certificate of Origin regimes for the trade in rough diamonds similar to that adopted by the Government of Sierra Leone, as recommended by the Panel of Experts established pursuant to resolution 1306 (2000), and calls upon States, relevant international organizations and other bodies in a position to do so to offer assistance to those Governments to that end;
16 - يحث جميع البلدان المصدرة للماس في غرب أفريقيا على أن تنشئ نظما لشهادات المنشأ لأغراض تجارة الماس الخام على غرار النظام الذي اعتمدته حكومة سيراليون، وفقا لما أوصى به فريق الخبراء المنشأ عملا بأحكام القرار 1306 (2000)، ويطلب إلى الدول والمنظمات الدولية ذات الصلة وغيرها من الهيئات القادرة على تقديم المساعدة لتلك الحكومات تحقيقا لهذا الغرض، أن تقوم بذلك؛

We note with satisfaction the successful implementation of the Special Programme for Development of Africa by the Islamic Development Bank Group. We recommend that the Islamic Development Bank concludes the second programme on the Development of Africa to be implemented in the next five years, given the achievements recorded during the first programme and agree on the need to proceed expeditiously with the elaboration of a successor programme.
