ومما ألجم حرية الناخبين في اختيار مرشح من المرشحين سلوك المرشحين ووكلائهم والقادة المحليين، وكذلك بعض الموظفين من اللجنة الانتخابية المستقلة والحكومة الذين كانوا يصدرون توجيهات إلى الناخبين في مراكز الاقتراع أو يخوفونهم.
