١٣١- إن المشاكل الاجتماعية والاقتصادية الضاغطة التي تواجهها أغلبية أهالي جنوب افريقيا في المجالات الحرجة للتعليم والصحة واﻹسكان واﻷراضي تمثل تحديا للحكومة الجديدة.

Although job procurement ranked high among the priorities of most disadvantaged South Africans, the mission recognized a growing awareness among those consulted of the facilitating role which a good education and training could play in improving the employment prospects of this category of South Africans.

In view of this, the Special Representative and the heads of the other international observer missions convened a press conference on 25 April in which they urged South Africans to remain peaceful and patient if they encountered problems such as delays in the opening of voting stations (see para. 30 above).

Following the adoption of the Abolition of Racially Based Land Measures Act in June 1991, which annulled the Group Areas Act, the Black Land Act, the Development Trust and Land Act and the Black Communities Development Act, Black South Africans were legally able to buy or occupy properties anywhere in the country.
