إذ كانت هناك إبطاءات في إيجاد حلول للمسائل المتعلقة بالآثار المترتَّبة في الميزانية، وإبطاءات في التوصُّل إلى اتفاق حول عملية تقييم قدرة المرشحين على الإسهام في عمل اللجنة وحول معايير ذلك التقييم، وقَدْر من الإحباط لدى البلدان المرشحة، كما أنَّ الأمانة واللجنة والجمعية أنفقت قدراً كبيراً من الوقت.
