Unfortunately, the session of the Working Group held in September had not produced any recommendations. Yet the reform of the Commission was an urgent task.

It was pointed out that the ECE reform was regarded as part of the overall reform of the United Nations.

FICSA supported the first eight recommendations of the Panel on the Strengthening of the International Civil Service, which had proposed measures to strengthen the functioning and composition of the Commission. Reform of ICSC was sorely needed.
