a " Illicit drug crop cultivation " refers to the cultivation of crops used in the production of narcotic drugs and psychotropic substances.
(أ) " زراعة محاصيل مخدرات غير مشروعة " يقصد بها زراعة المحاصيل التي تُستخدم في إنتاج المخدرات والمؤثرات العقلية.

a " Illicit drug crop cultivation " refers to the cultivation of crops used in the production of narcotic drugs and psychotropic substances.
(أ) يقصد بعبارة " زراعة محاصيل مخدرات غير مشروعة " زراعة المحاصيل التي تُستخدم في إنتاج المخدرات والمؤثرات العقلية.

(i) Continuous monitoring of the developments in the illicit production of narcotic drugs and psychotropic substances and collaboration with Governments enhanced the identification and assessment of substances for possible international control and inclusion in the 1988 Convention list, including 23 substances, or the international special surveillance list, which remained with 26 substances.
(ط) وعمل الرصد المستمر للتطورات في مجال إنتاج المخدرات والمؤثرات العقلية والتعاون مع الحكومات على تعزيز تحديد المواد وتقييمها ليصار إلى فرض الرقابة الدولية عليها إذا أمكن وإدراجها في قائمة الاتفاقية لعام 1988 التي تضم 23 مادة، أو قائمة الرقابة الدولية الخاصة، التي بها الآن 26 مادة.

Thus, fundamental human rights should be respected in carrying out both the demand and supply reduction pillars of the world drug problem, especially in issues related to alternative development and preventive alternative development and also when considering and implementing measures to eradicate the illicit cultivation of crops used for the production of narcotic drugs and psychotropic substances.

(j) Address the need to enhance international cooperation and increase comprehensively the effectiveness of strategies aimed at strengthening the capacity of States to counter illicit cultivation of crops used for the production of narcotic drugs and psychotropic substances and at promoting the realization of alternative development programmes;
(ي) أن تلبي الحاجة إلى تعزيز التعاون الدولي وإلى تعزيز شامل لفعالية الاستراتيجيات الرامية إلى تدعيم قدرة الدول على مكافحة الزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج المخدرات والمؤثرات العقلية وإلى الترويج لوضع برامج التنمية البديلة موضع التطبيق.

(d) Assist States affected by the illicit cultivation of crops used for the production of narcotic drugs and psychotropic substances to take advantage of existing mechanisms, such as debt swaps, and existing trade arrangements, and to explore the possibility of increasing national financing for alternative development programmes;
(د) أن تساعد الدول المتأثرة بالزراعة غير المشروعة للمحاصيل المستخدمة في إنتاج المخدرات والمؤثرات العقلية على الاستفادة من الآليات الموجودة، مثل آلية مبادلة الديون، والترتيبات التجارية القائمة، وعلى استكشاف إمكانية زيادة التمويل الوطني لبرامج التنمية البديلة؛
