وتنص المادة 3 من إعلان عام 1981 بوضوح على أن " التمييز بين البشر على أساس الدين أو المعتقد (يشكل) إهانة للكرامة البشرية وإنكاراً لمبادئ ميثاق الأمم المتحدة " .

The listing of specific rights in the paragraph, however, appeared to create some form of hierarchy and, accordingly, the following amendment was proposed: " Affirming that the Principles and Guidelines are directed at gross violations of human rights and serious violations of international humanitarian law which, by their very grave nature, constitute an affront to human dignity. "
