٧٣ - الترحيب بالتزام الدول الحائزة لأسلحة نووية بالقيام في أسرع وقت ممكن بإخضاع المواد الانشطارية التي تحول من الاستخدام الحربي إلى الأنشطة النووية السلمية لضمانات الوكالة الدولية للطاقة الذرية في إطار اتفاقات الضمانات الطوعية القائمة مع الدول الحائزة لأسلحة نووية.

١٣ - إذا حولت مواد انشطارية نووية من الاستخدام العسكري الى اﻷنشطة النووية السلمية، ينبغي القيام في أسرع وقت ممكن عمليا بإخضاعها لضمانات الوكالة في إطار اتفاقات الضمانات الطوعية القائمة مع الدول الحائزة لﻷسلحة النووية.

16. Turkey urges all nuclear-weapon States to transfer, as appropriate, nuclear fissile material in their arsenals from military use to peaceful nuclear activities under IAEA safeguards, in the framework of the voluntary safeguards agreements.
16 - تحث تركيا جميع الدول الحائزة للأسلحة النووية أن تحول المواد الانشطارية النووية في ترساناتها، حسب الاقتضاء، من الاستعمال العسكري إلى أنشطة نووية سلمية تكون خاضعة لضمانات الوكالة الدولية للطاقة الذرية، وذلك في إطار اتفاقات الضمانات الطوعية.

1. Paragraph 13 of the decision on principles and objectives states that nuclear fissile material transferred from military use to peaceful nuclear activities should, as soon as practicable, be placed under Agency safeguards in the framework of the voluntary safeguards agreements in place with the nuclear-weapon States.
1 - تنصّ الفقرة 13 من المقرّر المتعلق بالمبادئ والأهداف على أنه، إذا حُولت مواد انشطارية نووية من الاستخدام العسكري إلى الأنشطة النووية السلمية، ينبغي القيام في أقرب وقت ممكن عمليا بإخضاعها لضمانات الوكالة في إطار اتفاقات الضمانات الطوعية المعمول بها مع الدول الحائزة للأسلحة النووية.

(a) comprehensive safeguards agreements, which cover all of the nuclear material in each non-nuclear-weapon State party to the Treaty on the Non-proliferation of Nuclear Weapons; (b) voluntary offer safeguards agreements, which cover some or all of the civilian nuclear activities in the nuclear weapon States parties to the Nuclear Non-Proliferation Treaty; and (c) item-specific safeguards agreements with other States.

Recalling that the action plan has called for the wider application of safeguards to peaceful nuclear facilities in the nuclear-weapon States, under the relevant voluntary-offer safeguards agreements, as a nuclear non-proliferation measure on the part of the nuclear-weapon States,
وتذكيرا بأن خطة العمل تدعو إلى توسيع نطاق تطبيق الضمانات ليشمل المنشآت النووية السلمية في الدول الحائزة للأسلحة النووية، في إطار اتفاقات الضمانات الطوعية ذات الصلة، باعتبار ذلك إجراء من إجراءات عدم انتشار الأسلحة النووية التي تتخذها الدول الحائزة للأسلحة النووية،

5. Some voluntary-offer safeguards agreements allow nuclear-weapon States to withdraw nuclear material from activities in the declared facilities under IAEA safeguards and reverse it to military uses, and to remove facilities from the facility list if the nuclear-weapon States deem it necessary.
5 - وتتيح بعض اتفاقات الضمانات الطوعية للدول الحائزة للأسلحة النووية سحب المواد النووية من الأنشطة المضطلع بها في المنشآت المعلنة بموجب ضمانات الوكالة وإعادتها للاستخدامات العسكرية، وإزالة منشآت من قائمة المنشآت إذا رأت الدول الحائزة للأسلحة النووية ضرورة لذلك.
