The delegation added that the CSTs, and those TSS specialists closest to field operations, seemed to function relatively well; however, there appeared to be a lack of focus as regards the functions, work plans and oversight of TSS specialists at agency headquarters.
وأضاف الوفد أن فرق الدعم القطري واختصاصيي خدمات الدعم اﻷقرب للعمليات الميدانية، يؤدون مهامهم أداء حسنا نسبيا على ما يبدو؛ بيد أنه يبدو أن هناك افتقارا للتركيز فيما يتعلق بالمهام، وخطط العمل واﻹشراف على اختصاصيي خدمات الدعم التقني في مقار الوكالات.

The same delegation added that UNFPA country programmes and the CSTs needed to be able to access the best available advice and should have the ability to obtain know-how from the TSS specialists or any other source.
وأضاف الوفد نفسه أنه يلزم للبرامج القطرية ولفرق الدعم القطري لصندوق اﻷمم المتحدة للسكان أن تتمكن من الحصول على أفضل المشورة المتوفرة، وأن تكون لديها القدرة على الحصول على الدراية الفنية من اختصاصيي خدمات الدعم التقني أو من أي مصدر آخر.

With regard to the issue of the coordination of the work plans and mandates of the TSS specialists at agency headquarters, the representative noted that with the establishment of the Coordination Branch at UNFPA, a mechanism was available for reviewing, coordinating and harmonizing the work plans of the TSS specialists.

He noted that the TSS specialists and the CSTs had been actively involved in the ICPD+5 review and appraisal process.

The delegation noted that it was prepared to authorize funding of the TSS specialist posts up to the end of 1999, on condition that the Executive Board receive a report from UNFPA on a thorough overall review of the TSS system, particularly the TSS specialists posts located at the headquarters of partner agencies.
وأشار الوفد إلى أنه مستعد ﻹعطاء اﻹذن بتمويل وظائف الاختصاصيين في خدمات الدعم التقني حتى نهاية عام ١٩٩٩، بشرط أن يتلقى المجلس التنفيذي تقريرا من صندوق اﻷمم المتحدة للسكان عن إجراء استعراض شامل وواف لنظام خدمات الدعم التقني، ولا سيما وظائف اختصاصيي خدمات الدعم التقني المتواجدة في مقار الوكالات الشريكة.

While appreciating the informal briefing and the useful update provided by UNFPA, one delegation noted that the purpose, role and function of the TSS specialist posts still remained unclear.
٢٦٧ - وأعرب أحد الوفود عن تقديره لﻹحاطة غير الرسمية والتقرير المفيد اللذين قدمهما صندوق اﻷمم المتحدة للسكان، وأشار إلى أن الغرض من وظائف اختصاصيي خدمات الدعم التقني ودورها ومهامها لا تزال غير واضحة.

Following the independent evaluation, agreement had been reached among all partners of the system on the urgent need to implement measures for integrating the TSS specialist posts within the system, thereby ensuring effective linkage with the CSTs.
