We have been awaiting the outcome, but, since 9 April, Armenian armed formations, having regrouped, have brought up to the front zone a substantial quantity of military equipment, weapons and reserve personnel from almost all regions of Armenia and have launched a massed offensive.

Why should residents of Leninakan, Echmiadzin, Erevan and other regions of Armenia have to fight and die in the Fizuli, Agdam, Djebrail, Gubadly, Geranboy districts of Azerbaijan? What do they want there? The interrogations of prisoners of war are eloquent proof that many of them have been forced into armed formations and have been sent to the front lines in Azerbaijan.
ما هو السبب الذي يضطر سكان لينيناكان واجيميادزن وايرفان وغيرها من مناطق ارمينيا للقتال والموت في مقاطعات فيزولي واغدام وجبرائيل وغوبادلي وغيرانبوي التابعة لاذربيجان؟ ماذا يريدون هناك؟ إن استجوابات أسرى الحرب هي دليل ساطع على أن كثيرين منهم يجبرون على الانخراط في صفوف القوات المسلحة ثم يرسلون الى خطوط المواجهة في اذربيجان.

The Secretary-General, in paragraph 21 of his report, states that the United Nations and UNDP had agreed in principle to share equally the start-up and recurrent operating costs for the seven interim offices, with the understanding that the United Nations share of such costs would not exceed $85,000 per office, or $595,000 for 12 months for the seven offices, plus $274,200 for extraordinary requirements for the office in Armenia.
٦ - ويذكر اﻷمين العام في الفقرة ٢١ من تقريره أن اﻷمم المتحدة والبرنامج الانمائي وافقا من حيث المبدأ على تقاسم تكاليف بدء العمل في المكاتب المؤقتة السبعة وتكاليفها المتكررة على أساس ألا يتجاوز نصيب اﻷمم المتحدة من هذه النفقات ٠٠٠ ٨٥ دولار لكل مكتب، أو ٠٠٠ ٥٩٥ دولار للمكاتب السبعة عن ١٢ شهرا، بالاضافة الى ٢٠٠ ٢٧٤ دولار للاحتياجات الاستثنائية لمكتب ارمينيا.
