However, there also exist terrorist acts that are simply the expression of interests of specific Governments, political organizations or entities which, in the name of the struggle against certain regimes, do not hesitate to resort to terror. Such entities resort to the use of mercenaries to commit terrorist acts.
على أن هناك أعمالاً إرهابية تُرتكب لمجرد أنها تخدم مصالح حكومات معينة أو منظمات سياسية أو كيانات لا تتوانى عن اللجوء إلى الإرهاب باسم الكفاح ضد أنظمة معينة، وتلجأ هذه الكيانات إلى استخدام المرتزقة في ارتكاب الأعمال الإرهابية.

21- تطلب إلى المقرر الخاص الجديد المعني بمسألة استخدام المرتزقة أن يتشاور مع الدول والمنظمات الحكومية الدولية والمنظمات غير الحكومية في تنفيذ هذا القرار، وأن يقدم إلى اللجنة في دورتها الحادية والستين تقريراً يتضمن استنتاجاته وتوصيات محددة بشأن استخدام المرتزقة في تقويض الحق في تقرير المصير؛
