84- وقد أصاب مونتسكيو، عندما اغترف من معين خبرته الطويلة بالبشر والعادات والدين ليكتب في مؤلفه الشهير روح القوانين: " إذا أردنا تغيير العادات والمسالك، يجب ألا نغيرها بالقوانين: فقد يبدو ذلك استبداداً مفرطاً. ومن الأفضل تغييرها بعادات ومسالك أخرى " .
