ولا تطبق أنواع الحظر الواردة في الفقرة العاشرة على ما يستخدمه الطرف الخصم من الأعيان والمواد التي تشملها تلك الفقرة:

`4` لا يجوز معاملة عدة أهداف عسكرية منفصلة ومميّزة بوضوح وتوجـد في مدينة أو بلدة أو قرية أو أي منطقة أخـرى تضـم تركزاً مماثلاً من المدنيين أو الأعيان المدنية معاملة الهدف العسكري الواحد.
