2. The Secretary-General, in his report to the high-level segment of the 2005 session of the Economic and Social Council (E/2005/56) has emphasized the need to gear the work of the entire United Nations system towards the advancement of the broad United Nations development agenda, of which the Millennium Development Goals are a major, integral part.

By its resolution 1341 (2001) of 22 February 2001, the Security Council, inter alia, endorsed the updated concept of operations for the Mission recommended by the Secretary-General in his report to the Council of 12 February 2001 (S/2001/128), which envisaged deployment to MONUC of up to 3,000 military personnel, including up to 550 military observers.

My delegation is reminded of an observation made by the Secretary-General in his report to the Millennium Assembly that " the nuclear weapon States continue to insist that those weapons in their hands enhance security, while in the hands of others they are a threat to world peace. " (A/54/2000, para. 249) To that remark we would like to add that nuclear weapons are dangerous in the hands of everyone.
