30 - وإذا أريد لأقل البلدان نمواًَ أن تحرز تقدماً ملموساً ومطّرداً نحو تحقيق الأهداف والغايات المتفق عليها دولياً فلا بد من اتخاذ تدابير عاجلة على المستويين الوطني والعالمي.
