The resolution that has been adopted today by the General Assembly, in commending the Government, the Unidad Revolucionaria Nacional Guatemalteca, and the people, institutions and organizations of Guatemala for their participation in the implementation process, has endorsed the international community’s constant and valuable support for the peace process in Central America.
إن القرار الذي اتخذته اليوم الجمعية العامة، بالثناء على حكومة غواتيمالا والاتحاد الثوري الوطني لغواتيمالا وشعب غواتيمالا ومؤسساته ومنظماته على مشاركتها، في عملية التنفيذ، قد صادق على دعم المجتمع الدولي الدائم والقيﱢم لعملية السلام في أمريكا الوسطى.

In accordance with the Agreement, URNG members were allowed to retain their personal weapons until their final demobilization.

25. The demobilization of URNG was carried out according to the phased approach established in the Agreement.

URNG publicly expressed concern at economic and social measures, the sale of State assets and the approval of legal provisions which might contradict the provisions of the Agreements.

2. Since my last report on the activities of MINUGUA (A/50/881), the peace process between the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG) has made considerable headway.

For Guatemala, 1996 will, indeed, represent a milestone, as this is the year in which the aspirations to peace of an entire people will be fulfilled with the signing on 29 December 1996, by the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG), of the Agreement on a Firm and Lasting Peace.

3. The Framework Agreement for the Resumption of the Negotiating Process between the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca (URNG), signed in January 1994, provided for the United Nations to moderate the negotiations between the parties and to verify all subsequent agreements.
٣ - ينص الاتفاق اﻹطاري لاستئناف عملية التفاوض بين حكومة غواتيمالا والاتحاد الثوري الوطني لغواتيمالا الموقﱠع في كانون الثاني/يناير ١٩٩٤ على أن تتوسط اﻷمم المتحدة في المفاوضات بين الطرفين، وأن تتحقق من جميع الاتفاقات اللاحقة.

91. On 3 March, the deployment of additional MINUGUA personnel for the verification of the ceasefire agreement had taken place; that was a positive development which demonstrated the will of the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca to bring about the establishment of a firm and lasting peace in the country and thus contribute to the establishment of regional peace and security.

26. In Guatemala, during 1997, UNHCR contributed, together with OAS and other actors, in the inter-institutional effort to assist the ex-combatants of the Unidad Revolucionaria Nacional Guatemalteca (URNG) in their demobilization and reintegration.
٢٦ - وساهمت مفوضية اﻷمم المتحدة لشؤون اللاجئين، في غواتيمالا خلال عام ١٩٩٧، بالاشتراك مع منظمة الدول اﻷمريكية وعناصر أخرى فاعلة، في الجهد المشترك بين المؤسسات لمساعدة المقاتلين السابقين للاتحاد الثوري الوطني لغواتيمالا على تسريحهم وإعادة إدماجهم في المجتمع.

In other cases, military personnel have used the pretext of combating alleged criminal activity or the actions of renegade groups of URNG to encourage the reactivation of CVDCs and the establishment of other types of armed groups.

Since 1994, the United Nations human rights verification Mission in Guatemala has been responsible for monitoring verification of the commitments made by the Government of Guatemala and by the URNG.
إن بعثة اﻷمم المتحدة للتحقق من حالة حقوق الانسان في غواتيمالا مسؤولة منذ عام ١٩٩٤ عن رصد التحقق من الالتزامات التي قطعتها على نفسها حكومة غواتيمالا والاتحاد الثوري الوطني لغواتيمالا.

5. The verification requirements arising from the Agreement included verification of the parties' compliance with the ceasefire, separation and concentration of the respective forces and disarmament and demobilization of the former URNG combatants.

22. Transportation of URNG explosives was deemed to pose a significant risk owing to their unknown condition, the location of the caches, the lack of adequate communications and the inherent danger of ground transportation.
