24- في الولايات القضائية التي لا يوجد فيها نظام لتسجيل الحقوق الضمانية، كثيرا ما يستند كل من نفاذ الحق الضماني تجاه الأطراف الثالثة وأولويته إلى تاريخ إنشاء ذلك الحق.

However, the law applicable to the effectiveness against third parties and priority of such a security right is the law of the State in which the intellectual property is protected.
أما القانون المنطبق على نفاذ ذلك الحق الضماني تجاه الأطراف الثالثة وأولويته فهو قانون الدولة التي تتمتع فيها الممتلكات الفكرية بالحماية.

Neither do they require the seller to take any other formal step to ensure effectiveness as against third parties.
