إن الدول اﻷطراف في هذا الاتفاق،

1. The States Parties to this Agreement undertake to implement Part XI in accordance with this Agreement.

The Court shall be brought into relationship with the United Nations by an agreement to be approved by the States Parties to this Statute and concluded by the President on behalf of the Court.

The Secretary-General shall thereupon communicate any proposed amendments to the States Parties to this Protocol with a request that they notify her/him whether they favour a conference of States parties for the purpose of considering and voting on the proposal.

In order to enable the national preventive mechanisms to fulfil their mandate, the States Parties to the present Protocol undertake to grant them:

The States Parties to the present Protocol undertake to publish and disseminate the annual reports of the national preventive mechanisms.
تتعهد الدول الأطراف في هذا البروتوكول بنشر وتوزيع التقارير السنوية الصادرة عن الآليات الوقائية الوطنية.

Expanded adherence to the Additional Protocol can only increase the benefit of the safeguards regime for all States parties in this regard.

It also stipulates that the United Nations specialized agencies, the World Bank, regional development banks, the International Monetary Fund (IMF), and the World Trade Organization (WTO) should cooperate effectively with States parties in this respect.

It was noted that the number of States parties to the Protocol had doubled since 1999 and had reached 92 by the Tenth Annual Conference.

Guinea-Bissau had signed the Optional Protocol, bringing the total number of signatories to that Protocol to 115, and Benin, the Plurinational State of Bolivia, E1 Salvador, Gabon, Guinea-Bissau, Latvia and Poland had signed the Second Optional Protocol, bringing to 73 the number of States parties to that Protocol.

This Protocol supplements the Convention on the Safety of United Nations and Associated Personnel, done at New York on 9 December 1994 (hereinafter referred to as " the Convention " ), and as between the parties to this Protocol, the Convention and the Protocol shall be read and interpreted together as a single instrument.

They also recalled the importance of the designation by the Convention of the seabed, subsoil and ocean floor beyond national jurisdiction as the common heritage of mankind, as well as the establishment of the International Seabed Authority, to organize, control and administer all activities of the state parties in the Area on behalf of the international community and in accordance with the pertinent provisions of the Convention.
