In that context, it gives me pleasure to inform the General Assembly of the decision of the Government of Iceland to make an additional contribution of $100,000 to the voluntary trust fund to facilitate the preparation of submissions to the Commission by developing States, in particular the least developed countries and small island developing States, and compliance with article 76 of the Convention.

According to the provisional statement of accounts, as at the end of June 2012, the total available balance in the Voluntary Trust Fund for the purpose of facilitating the preparation of submissions to the Commission was reported to be $1,236,893.95.
وحسب بيان الحسابات المؤقت، في نهاية حزيران/يونيه 2012 أُُفيد بأن مجموع الرصيد المتاح في صندوق التبرعات الاستئماني المنشأ بغرض تيسير إعداد الطلبات المقدمة إلى اللجنة بلغ 893.95 236 1 دولار.

The first fund was to provide assistance to States Parties to meet their obligations under article 76 of the Convention, as well as training to countries, in particular the least developed among them and small island developing States, for preparing submissions to the Commission with respect to the outer limits of the continental shelf beyond 200 nautical miles.

6. Issues with regard to a training course for developing States on the establishment of the outer limits of the continental shelf beyond 200 nautical miles and on the preparation of submissions to the Commission in accordance with article 76 of the United Nations Convention on the Law of the Sea.

48. Vladimir Golitsyn, Director of the Division for Ocean Affairs and the Law of the Sea, informed the Commission on the activities carried out by the Division with regard to training courses for the delineation of the outer limits of the continental shelf beyond 200 nautical miles and for the preparation of submissions to the Commission and the training manual.

A delegation expressed concern over the seemingly indefinite delaying of the consideration of some submissions to the Commission on the basis of objections by other States under paragraph 5 (a) of annex I to the rules of procedure of the Commission.

Furthermore, we encourage States to make additional contributions to two voluntary trust funds in this field, that is, the voluntary trust fund for the purpose of facilitating the preparation of submissions to the Commission by developing States and the voluntary trust fund for the purpose of defraying the cost of participation of the members of the Commission from developing States in the meetings of the Commission.

With respect to agenda item 6, entitled " Issues with regard to a training course for developing States on the establishment of the outer limits of the continental shelf beyond 200 nautical miles and on the preparation of submissions to the Commission in accordance with article 76 of the United Nations Convention on the Law of the Sea " , the Commission continued its discussion commenced at the seventh and eighth sessions.

The purpose of the fund is: (a) to provide assistance to States Parties to meet their obligations under article 76 of the Convention, and (b) to provide training to countries, in particular the least developed among them and small island developing States, for preparing submissions to the Commission with respect to the outer limits of the continental shelf beyond 200 nautical miles, as appropriate (SPLOS/59).
