وبناء عليه، أعتزم، وفقا للولاية التي أذن بها مجلس الأمن وللالتزام الذي قطعته الأمم المتحدة على نفسها بتقديم المساعدة إلى الشعب العراقي، بناء على طلبه، أن أطلب إلى مستشاري الخاص، السيد الأخضر الإبراهيمي وفريقه، وكذا إلى فريق للمساعدة الانتخابية، العودة إلى العراق في أقرب وقت ممكن.
