As part of the response to General Assembly resolution 58/233 of 23 December 2003, UNIDO facilitated the adoption of the African Productive Capacity Initiative (APCI) and its associated flexible finance facility (African Productive Capacity Facility -- APCF) by the African Heads of State in July 2004.

He particularly welcomed the resolution on the African Productive Capacity Initiative, a comprehensive text which represented the culmination of two years of work by the Conference of African Ministers of Industry (CAMI) and which would facilitate practical action to tackle the problems of the African continent.
