وإذ تضع في اعتبارها أن اللاجئين القُصﱠر الذين لا يرافقهم أحد هـم مــن أضعف فئات اللاجئين ويحتاجون إلى المساعدة والرعاية بصفة خاصة،

وإذ تضع في اعتبارها أن اللاجئين القُصﱠر غير المصحوبين هم من أضعف فئات اللاجئين وأكثرهم تعرضا لﻹهمال، والعنف، والتجنيد العسكري القسري، والاعتداء الجنسي، وغير ذلك من ألوان اﻹيذاء، مما يجعلهم بحاجة إلى مساعدة ورعاية خاصتين،
