4.4 On 27 September 2006, the author submits that under the " Order for consideration of petitions for pardon in the Russian Federation " endorsed by the President's decree of 28 December 2001, a request for pardon should come from the convict in the form of a written petition to the President of the Russian Federation indicating the reasons for his request.
