2. In the cases referred to in article 41, any State may take countermeasures, in accordance with the present Chapter in the interest of the beneficiaries of the obligation breached.

Of special interest is the fact that the draft introduces a new right to request compliance with the obligation of reparation in the interest of the injured State or of the beneficiaries of the obligation breached (article 49, para. 2 (b)).
