Recalling decisions 1/CP.16 and 2/CP.17, which established a process for international consultation and analysis of biennial update reports under the Subsidiary Body for Implementation that aims to increase the transparency of mitigation actions and their effects, and adopted the modalities and guidelines for international consultation and analysis,

(a) An overview of the measurement, reporting and verification framework for developing country Parties under the Convention, including the details of the UNFCCC reporting guidelines on BURs; the process and outcome of international consultation and analysis (ICA); and support for the preparation of BURs;

Action: The SBI will be invited to provide guidance on how to further develop the process for considering the information contained in national communications from non-Annex I Parties, taking into consideration the parts of decision 2/CP.17 on biennial update reports and international consultation and analysis.

(a) That the first rounds of international consultation and analysis will be conducted for developing country Parties, commencing within six months of the submission of the first round of biennial update reports by developing country Parties;
(أ) أن الجولات الأولى من المشاورات والتحليلات الدولية المتعلقة بالبلدان النامية الأطراف ستبدأ في غضون ستة أشهر من تقديم هذه البلدان للدفعة الأولى من التقارير المُحدَّثة لفترة السنتين؛

(c) To revise the modalities and guidelines prescribed herein based on experiences gained in the first round of international consultation and analysis, no later than 2017;
(ج) تنقيح الطرائق والمبادئ التوجيهية المنصوص عليها في هذه الوثيقة على أساس الخبرات المكتسبة في الجولة الأولى من المشاورات والتحليلات الدولية، في موعد لا يتجاوز عام 2017؛

Background: The COP, by decision 2/CP.17, adopted modalities and guidelines for international consultation and analysis (ICA) of biennial reports under the SBI as contained in annex IV to decision 2/CP.17.
42- معلومات أساسية: اعتمد مؤتمر الأطراف، بموجب المقرر 2/م أ-17، الطرائق والمبادئ التوجيهية لإجراء المشاورات والتحليلات الدولية بشأن تقارير فترة السنتين في إطار الهيئة الفرعية حسبما ورد في المرفق الرابع من المقرر 2/م أ-17.

13. The report builds on previous reports that have advocated for substantial change in the administrative and support services of the organization, and provides more refined strategy, planning, budgeting and benefit projections based on considerable consultation and analysis.
13 - ويعد هذا التقرير امتدادا للتقارير السابقة التي دعت إلى إدخال تغيير كبير في الخدمات الإدارية وخدمات الدعم بالمنظمة، ويطرح استراتيجية وخططا وميزنة وفوائد متوقعة بعد تنقيحها على نحو أفضل، استنادا إلى كم كبير من المشاورات والتحليلات.

(c) In consultation with the Party concerned, identify capacity-building needs in order to facilitate reporting in accordance with annex III to decision 2/CP.17, and participating in international consultation and analysis in accordance with annex IV to decision 2/CP.17, taking into account Article 4, paragraph 3, of the Convention.
(ج) تحديد احتياجات بناء القدرات، بالتشاور مع الطرف المعني، وذلك من أجل تيسير عملية الإبلاغ وفقاً للمرفق الثالث للمقرر 2/م أ-17، والمشاركة في المشاورات والتحليلات الدولية وفقاً للمرفق الرابع للمقرر 2/م أ-17، مع مراعاة الفقرة 3 من المادة 4 من الاتفاقية.
