According to this approach, it is necessary to ensure that the Security Council maintain its freedom of action in considering the adoption of preventive or enforcement measures as an alternative to the use of force.

A particular difficulty was the need to identify criteria for assessing the special economic problems confronting States as a result of the application by the Security Council of preventive or enforcement measures under Article 50 of the Charter.

باء - وضـع منهجيـة يمكــن اتباعها لتقييــم اﻵثار التي تلحق بالفعل بالدول الثالثة من جراء تنفيذ تدابير المنع أو القمع

68. In my statement to the General Assembly following the adoption of resolution 47/120 B on " An agenda for peace " , I welcomed the Assembly's positive response on the subject of special problems arising from the implementation of preventive or enforcement measures.

Stresses the important role of the General Assembly, the Economic and Social Council and the Committee for Programme and Coordination in mobilizing and monitoring, as appropriate, the economic assistance efforts by the international community and the United Nations system to States confronted with special economic problems arising from the carrying out of preventive or enforcement measures imposed by the Security Council;
٥ - تؤكد على أهمية دور الجمعية العامة، والمجلس الاقتصادي والاجتماعي ولجنة البرنامج والتنسيق، كل في مجال اختصاصه في تعبئة ورصد جهود المساعدة الاقتصادية المقدمة من المجتمع الدولي ومنظومة اﻷمم المتحدة إلى الدول التي تواجه مشاكل اقتصادية خاصة ناجمة عن تنفيذ تدابير المنع أو القمع التي يفرضها مجلس اﻷمن؛

He welcomed the comprehensive report of the Secretary-General contained in document A/52/308, particularly with regard to the convening of an expert group meeting to develop a methodology to assess the consequences actually incurred by third States as a result of preventive or enforcement measures.
ورحب بالتقرير الشامل المقدم من اﻷمين العام، الوارد في الوثيقة A/52/308، وبخاصة فيما يتعلق بعقد اجتماع لفريق خبراء لوضع منهجية لتقدير اﻵثار التي تتحملها الدول الثالثة فعلا نتيجة لتدابير المنع أو القمع.

69. In various discussions on the implementation of Article 50 of the Charter of the United Nations, several issues have been raised with regard to the role of the United Nations system as a whole in its pursuit of solutions to the special economic problems of States as a result of the application of preventive or enforcement measures.
٦٩ - في شتى المناقشات التي دارت حول تنفيذ المادة ٥٠ من ميثاق اﻷمم المتحدة، أثيرت عدة مسائل فيما يتعلق بدور منظومة اﻷمم المتحدة ككل في إيجاد حلول للمشاكل الاقتصادية الخاصة التي تواجهها الدول نتيجة لتطبيق تدابير المنع أو القمع.

70. In circumstances when peacemaking requires the adoption by the Security Council of preventive or enforcement measures against a State under Chapter VII of the Charter, the overall impact of the underlying conflict or crisis on the economic situation of other States may be larger than the direct effect of the application by them of those measures.
٧٠ - في الظروف التي يقتضي فيها حفظ السلم اتخاذ مجلس اﻷمن لتدابير المنع أو القمع ضد دولة ما، بموجب الفصل السابع من الميثاق، قد يكون اﻷثر اﻹجمالي للصراع أو اﻷزمة التي ينطوي عليها اﻷمر على الحالة الاقتصادية للدول اﻷخرى أكبر من اﻷثر المباشر لتطبيق تلك الدول لتلك التدابير.

159. It is essential that both the General Assembly and the Economic and Social Council join and support the appeal by the Security Council, in the context of Article 50 of the Charter, and its follow-up by the Secretary-General for assistance to States confronted with special economic problems arising from the carrying out of preventive or enforcement measures imposed by the Security Council.
١٥٩ - ومن اﻷساسي انضمام ومساندة الجمعية العامة والمجلس الاقتصادي والاجتماعي لنداء مجلس اﻷمن في إطار المادة ٥٠ من الميثاق، ومتابعة اﻷمين العام للنداء لمساعدة البلدان التي تواجه مشاكل اقتصادية خاصة ناشئة عن تنفيذ تدابير المنع أو القمع التي يفرضها مجلس اﻷمن.

At its resumed forty-seventh session, in September 1993, the General Assembly adopted resolution 47/120 B entitled " An Agenda for Peace " , section IV of which dealt with special economic problems arising from the implementation of preventive or enforcement measures.
