Neither existing international instruments nor the draft articles contained in the Commission’s 1997 report addressed the topic of the nationality of legal persons, and there were no rules of international law on the subject; the Commission should therefore continue its consideration of the question.

١ - تؤيد استنتاجات وتوصيات لجنة البرنامج والتنسيق بشأن السرد البرنامجي للميزانية البرنامجية المقترحة لفترة السنتين ١٩٩٨-١٩٩٩ الوارد في تقرير اللجنة عن أعمال دورتيها السابعة والثلاثين والسابعة والثلاثين المستأنفة)٩(، بدون اﻹخلال باﻷولويات التي حددتها الجمعية العامة، ورهنا بمراعاة أحكام هذا القرار؛

At its substantive session in July 2010, the Council considered the draft resolution, which is contained in the report of the Committee on its ninth session (E/2010/44-E/C.16/2010/5). It will resume its review in early 2011 before its next substantive session in July 2011.

It had before it the report of the Committee on Non-Governmental Organizations on its 2004 regular session (E/2004/32) and a statement of programme budget implications on draft decision V contained in the report of the Committee (E/2004/L.38).

27. At its 53rd meeting, on 5 November, the Chairperson of the Committee on Non-Governmental Organizations orally amended paragraph 1 of decision V contained in the report of the Committee on Non-Governmental Organizations (E/2004/32).

(see para. 7, draft resolution II).

Following its consideration of the report, the Commission recommended to the Economic and Social Council adoption of a draft resolution entitled “Mid-term review of the system-wide medium-term plan for the advancement of women 1996-2001, including the status of women in the Secretariat”, as contained in the report of the Commission (E/1998/27).

The proposal made in 1997 by the Working Group on diplomatic protection to focus on the basis for diplomatic protection was a constructive beginning, just as the proposal contained in the Commission’s current report to elaborate draft articles and commentaries on the topic was worthy of merit.

70. The assessment of the June 1996 FFCD, contained in the Commission's report of 11 October 1996 (see S/1996/848), was that it had serious flaws.
