It is therefore only logical, appropriate and timely that the Conference on Disarmament should establish, on a priority basis, an ad hoc committee on nuclear disarmament to commence negotiations early in 1997 on a phased programme of nuclear disarmament and for the eventual elimination of nuclear weapons within a time-bound framework through a nuclear weapons convention.
لذلك من المنطقي والمناسب ومما هو في أوانه أن ينشئ مؤتمر نزع السلاح، على سبيل اﻷولوية، لجنة مخصصة لنزع السلاح النووي لبدء المفاوضات في أوائل عام ١٩٩٧ بشأن برنامج مرحلي لنزع السلاح النووي وإزالة اﻷسلحة النووية في نهاية المطاف ضمن إطار زمني محدد عن طريق اتفاقية لﻷسلحة النووية.

Recalling its resolution 50/70 P of 12 December 1995, in which it called upon the Conference on Disarmament to establish an ad hoc committee on nuclear disarmament to commence negotiations on a phased programme of nuclear disarmament and for the eventual elimination of nuclear weapons within a time-bound framework,
وإذ تشير إلى قرارها ٥٠/٧٠ عين المؤرخ ١٢ كانون اﻷول/ديسمبر ١٩٩٥، الذي طلبت فيه إلى مؤتمر نزع السلاح أن ينشئ لجنة مخصصة لنزع السلاح النووي وﻹزالة اﻷسلحة النووية في نهاية المطاف ضمن إطار زمني محدد،

In operative paragraph 5 the General Assembly would call upon the Conference on Disarmament to establish, on a priority basis, an ad hoc committee on nuclear disarmament to commence negotiations early in 1996 on a phased programme of nuclear disarmament and for the eventual elimination of nuclear weapons within a time-bound framework.
وبمقتضى الفقرة ٥ من المنطوق تطلب الجمعية العامــة إلى مؤتمر نزع السلاح أن ينشئ، على أساس اﻷولوية، لجنة مخصصة لنزع السلاح النووي تستهل المفاوضات في مطلع ١٩٩٦ بشأن برنامج مرحلي لنزع الســلاح النووي وﻹزالة اﻷسلحة النووية في نهاية المطاف ضمن إطار زمني محدد.

In order to comply with this imperative obligation, Mexico last year sponsored resolution 50/70 P, in which the General Assembly, for the first time, called for the negotiation of a phased programme of nuclear disarmament leading to the eventual elimination of nuclear weapons within a time-bound framework.
وامتثالا مـــن المكسيك لهذا الالتزام الملح، فقد تبنت في العـــام الماضي القرار ٥٠/٧٠ عين، الذي طلبت فيه الجمعية العامة، للمرة اﻷولى، الشروع في مفاوضات بشأن برنامج على مراحل لنزع السلاح النووي يفضي إلى القضاء على اﻷسلحة النووية في نهاية المطاف ضمن إطار زمني محدد.

In operative paragraph 6, the General Assembly would reiterate its call upon the Conference on Disarmament to establish, on a priority basis, an ad hoc committee on nuclear disarmament to commence negotiations early in 1998 on a phased programme of nuclear disarmament and for the eventual elimination of nuclear weapons within a time-bound framework through a nuclear weapons convention.

It calls on the Conference on Disarmament to take urgent action on what may prove to be its greatest achievement or its greatest failure: the establishment, on a priority basis, of an ad hoc committee on nuclear disarmament to commence negotiations in 1997 on a phased programme of nuclear disarmament and for the eventual elimination of nuclear weapons within a time-bound framework through a nuclear weapons convention.

The recent Eleventh Summit Conference of the Movement of Non-Aligned Countries, speaking on behalf of its 113 members, called on the Conference of Disarmament to establish, on a priority basis, an ad hoc committee on nuclear disarmament to commence negotiations early in 1996 on a phased programme of nuclear disarmament and for the eventual elimination of nuclear weapons within a time-bound framework.

In both the preambular and the operative parts the draft resolution contains a mandate emanating from the Cartagena Conference of Heads of State or Government of Non-Aligned Countries, calling on the Conference on Disarmament to establish, on a priority basis, an ad hoc committee to commence negotiations early in 1996 on a phased programme of nuclear disarmament and for the eventual elimination of nuclear weapons within a time-bound framework.
